Mr. Sam Dabbous
Mr. Dabbous is the President and COO. He has 25 years of oil and gas upstream experience and is responsible for leading IPR’s E&P growth both internationally and domestically through Mergers & Acquisitions and worldwide business development. Mr. Dabbous has built strategic relations with financial institutions in the USA, Europe, and the Middle East enhancing IPR’s investment portfolio and growth model. Developing operational and financial strategies, as well as improving operating performance, has been a core responsibility to ensure long-term business sustainability. He has raised over US $500 MM in investment facilities and joint venture partnerships with private, public, and multinational corporations. He currently serves on the Board of several international Operating Companies and was previously responsible for the timely execution of global work programs in operated and non-operated assets in Egypt, USA, Pakistan, Syria, and Chile before becoming COO. Previous experience also includes support of IPR’s International Oil Field services subsidiary responsible for Middle East drilling and Enhanced Oil Recovery polymer applications for mature oil and gas fields. Mr. Dabbous holds a B.Sc. in Petroleum Engineering from the University of Texas at Austin.

Dr. Faleh Al-Saadoon
Dr. Al-Saadoon is the Senior Vice President of Engineering and Asset Optimization. He is responsible for corporate review of all exploration and development activities, including monitoring, analysis, and oversight of the organization’s international and domestic portfolio of assets to maximize performance. He is the team leader responsible for reserves auditing and certifications, in addition to asset evaluations of new ventures. As a highly experienced petroleum economist, Dr. Al-Saadoon has been an integral part of IPR’s mergers and acquisitions success. He also serves as the technical liaison with IPR’s clients, partners and banks. Dr. Al-Saadoon has over 40 years experience in the oil & gas industry, including 20 years of extensive worldwide consulting and as a Professor of Chemical & Petroleum Engineering. He has worked in the Middle East, the Far East, North Africa, Europe, South America, and the USA. Dr. Al-Saadoon earned his Ph.D. in Chemical Engineering from the University of Pittsburgh. He earned his M.S. in Petroleum Engineering from West Virginia University and his B.S. in Petroleum Engineering from West Virginia University.

Ms. Marcie Goss
Ms. Goss is the Senior Vice President of Corporate Finance. She is a CPA and has over 25 years of experience in financial management and treasury functions, including significant expertise in foreign taxation and reporting. In her current role, Ms. Goss has served as lead corporate officer with international and domestic banking institutions. She also looks after corporate matters, regulatory compliances and administrative functions for the IPR Energy Group. Ms. Goss leads IPR’s corporate investment funds and related employee benefit plans. She also serves on the board of El Hamra Oil Company, a Joint Venture Partnership with the Egyptian Government. Prior to joining IPR, Ms. Goss served as a Sr. Auditor for BDO Seidman, after operating her own certified public accounting firm for nearly a decade. Ms. Goss earned a B.S. in Accounting from the University of Houston.
Dr. Darius Shahsavari

Dr. Darius Shahsavari
Dr. Shahsavari is the Senior Vice President of Technical Services. He has more than 35 years of technical, managerial and executive experience in the oil and gas industry. Technically, he has conducted numerous integrated studies worldwide, and is a specialist in EOR and reservoir simulation studies to maximize the effective rate of production under different operating scenarios. He is primarily responsible for the organization’s business development growth and activities, as well as technical operations and management of IPR’s worldwide operations. In addition, he is currently serving as the General Manager & Principal Officer of IPR Pakistan. Dr. Shahsavari earned a Ph.D. in Engineering Management from California Coast University. He earned his M.S. in Natural Gas Engineering from Texas A&M University and also holds a B.S. in Civil Engineering from the University of Texas at Arlington.

Mr. Abubakr Ibrahim is the Vice President & General Manager of IPR Egypt. He is responsible for maximizing value to the IPR Egypt portfolio through optimum field development, booking new reserves, and generating revenue. He leads and advances IPR’s relationships with the Egyptian Ministry of Petroleum, EGPC, EGAS, Ganope and other governmental entities, JV Operating companies and IPR Egypt partners. Geo. Abu Bakr has over 40 years of experience in various leadership positions in the Egyptian Petroleum Sector. He served as Chairman of Ganope and Tharwa Petroleum Company, Vice Chairman for Agreements & Exploration and Board Member of EGPC and Ganope, and Assistant Chariman for Exploration and Board Member of Bapetco and Qarun. He has also worked as Egypt Country Manager for Fleet Oil & Gas and Mediterra Energy International and worked with Khalda, World Bank/UNDP, and GPC. He holds a B.Sc. In Geology from Ain Shams University in Egypt and has completed petroleum studies at Tulsa University in Tulsa, Oklahoma, USA.

Mr. Hany Abdel Aziz
Mr. Hany Abdel Aziz is the QHSE, (Quality, Occupational Health, Safety and Environment) Manager of IPR Energy Group. Mr. Abdel Aziz is responsible for oversight of the company’s QHSE management systems and their related activities. He has over 36 years’ experience in the gas, oil production, refinery and petrochemicals industries. Prior to joining IPR he was the Egyptian Petrochemicals Holding Company, EChem, Vice President for QHSE, (Quality, Occupational Health, Safety and Environment).
Mr. Abdel Aziz holds a B.Sc. in chemistry from Alexandria University, a High Diploma in “Quality Management” and a M.Sc. Degree in “Quality Management” from Arab Academy for Science and Technology. He is an ASSE, SPE and the Egyptian “Supreme Consultation Council of Safety, Occupational Health and Safe Working Environment” Member. He is OHSAS 18001, ISO 14001and ISO 50001 Lead Auditor, EEAA Environmental Consultant, OSHA and NEBOSH certified. He is also a certified IOSH trainer.

Mrs. Hala Abdel Aleem is the Administration Manager of IPR Energy Red Sea Office in Egypt. Mrs. Abdel Aleem is responsible for handling work permits, visa, driving licenses, housing, customs & clearance of personal shipments, hotel reservations, accommodation at the company staff houses, and entertainment for expatriates. She is also responsible for obtaining necessary permits for the company employees and guests visiting the company sites in the Western Desert and Gulf of Suez, working closely with security authorities. Mrs. Abdel Aleem has over 33 years of Administration and PR experience in the oil & gas sector. She gained this experience through her long tenure with other American oil companies in Egypt and the Gulf Region; she has worked with Pennzoil, Drexel Oilfield, Qatar Gas, and Amoco companies. Mrs. Abdel Aleem earned her B.A. in Public Relations and Advertising, from the Faculty of Mass Communication, Cairo University in 1983.

Mr. Ibrahim Hassan
Mr. Ibrahim Hassan is the Operations Manager of IPR Energy Group in Egypt. Mr. Hassan has over 30 years worldwide experience in drilling, recompletion and workover activities, both onshore and offshore. He has been instrumental in successful drilling of numerous vertical and horizontal wells in IPR’s assets in the Western Desert, Ras Shukheir, Sinai, Delta and Gulf of Suez of Egypt, and Syria. Mr. Hassan is the Operations General Manager of multiple IPR joint venture companies. As the Drilling Operations General Manager, he was primarily responsible for all drilling and workover programs for IPR’s Alamein-Yidma concession in Egypt, in addition to IPR drilling activities in the Gulf of Suez, Syria and elsewhere. Mr. Hasan earned a B.S. in Petroleum Engineering from Cairo University.

Dr. Khaled Bebars
Dr. Khaled Bebars is the HR & Social Development Manager of the IPR Energy Group in Egypt where is he responsible for developing and maintaining IPR’s HRM system and social development. He is also responsible for organizational development, talent management and business integration as well as compliance with international best practices and standards. Dr. Bebars has vast experience in business mergers & acquisitions, strategic management, developing HRM systems, JVs, organizational development, social development, continuous professional development, leadership development and assessment centers, compliance with international standards (e.g., IFC PS, EBRD PR, UNHR, EPs, VPSHR, Human Rights, etc.), due diligence and international audits in many sectors including start-ups, mid-size and large-scale corporations. He has previously worked with the Egyptian Steel Group, Givaudan, MIG, and ADES. Dr. Bebars earned his B.Sc. in Engineering from the German University in Cairo. He has also received Diplomas in Professional HRM and Professional EMD from the American University in Cairo. Dr. Bebars holds an MBA from UBIS, Geneva, and DBA from IBSS, Denmark.

Prior to that, Mr. Abdallah was the Executive Vice President, as well as the President of International Operations, for American Re Corporation for 20 years, one of the top providers of insurance and reinsurance in the world.
Mr. Abdallah is currently a board member of Validus Holdings, Ltd., a major worldwide provider of reinsurance and insurance, and publicly traded on the NYSE. He is also on the board of HSBC Egypt, the Metropolitan Opera in New York and a member of the National Council for Arts and Sciences at George Washington University. Mr. Abdallah has formally served a wide variety of public and private boards in Egypt and the United States, including Egypt Air, Egyptian Resorts Company, Kena Cement, American Re Corporation and associated companies.
Mr. Abdallah is the founder and donor of the MMA Foundation, a 501C3 charitable organization established in 2001 to fund charitable, educational, scientific, medical, artistic and community services. He earned a Bachelor’s and Master’s of Business degree from Cairo University. In 1980, he was granted the Academic Excellence Award from the Insurance Institute of America.
